Policy points:
• The armed group landscape in eastern Congo is increasingly fragmented.
• There is a need to devise policies focusing primarily on armed groups and their political-economic support networks. This should be accompanied by army reform and measures addressing conflict dynamics.

It is part of a series of briefing papers, blogs and reports on political settlements and armed actors, based on a case study of the DRC. The work extends RVI’s previous work in the country Usalama (I).
