SUMMARY:PSRP Researcher Presenting: Venetian Responsibility: National Minority Rights and Inter-State Relations in Europe
DESCRIPTION:PSRP researcher Laura Wise will present an LLM Insight Seminar at the University of Edinburgh\, on how national minority rights responsibility is negotiated within inter-state bilateral relations\, between a national minority’s host-state and kin-state. \nHer research explores the perceived threat of unilateral kin-state interventions in Europe\, and the Venice Commission’s advocated principles for responsible ‘Preferential Treatment of National Minorities by their Kin-State’: the territorial sovereignty of states; respect for treaties; friendly relations amongst States\, and the respect of human rights and fundamental freedoms. Using qualitative analysis of Croatian-Serbian bilateral relations\, she posits that diplomatic relations regarding Serb minority rights disputes in Croatia demonstrate the adoption of both the Venice Commission’s normative behaviour\, and Article 2 of the Framework Convention for the Protection of National Minorities. Furthermore\, she asks what such adoption could mean for how we understand the dynamics of kin-state interventions and the potential of international legal frameworks to manage extraterritorial ethnic politics. \nThe Insight Seminar Series is open to students reading for the LLM Human Rights at Edinburgh Law School. \nPhoto credit: Croatian presidency \n
