Implementing Peace Agreements: Joint Analysis Workshop [POSTPONED]

This workshop will explore how ongoing dialogue can support the implementation of peace agreements to deliver results and strengthen sustainability. Peace implementation is essential to prevent and resolve violent conflict, but is prone to delay, exclusion, failure and collapse. Many challenges cannot be anticipated or planned for. Dialogue is seldom prioritised in implementation, but is important to promote effectiveness and resilience in the short- and long-term – building confidence and trust among key implementation groups as a way to facilitate progress on intractable issues, engage diverse communities and interests, and navigate shocks and obstacles.

The project will look at formal and informal institutional reform as a primary objective of peace implementation, exploring how three key implementation groups engage with reform processes:

• how state approaches to reform are affected by peace implementation.
• how armed groups evolve through peace implementation and engage with reform initiatives.
• how interest groups not core to the agreement engage with and are affected by reform, using the lens of gender to explore this.

Research will investigate how relationships among and within groups evolve through implementation, and how implementation design and support architecture can facilitate inter- and intra-group dialogue and interaction. It will look at the timing and sequencing of reform agendas over the short- and long-term, and lessons that can be learned about what is working, what is not and why.

Outcome

Greater awareness among peace practitioners and policymakers of options to support dialogue among parties involved in peace implementation, in order to build trust, enhance inclusion and support sustainability.
